Rewritten Work

I had an article that was rejected outwright. I was told that I should not submit it again, but I have rewritten it. Of course due to the subject being the same it will bear a striking resemblance to the rejected piece.

What I'm asking is that can I resubmit a rewritten article?

Here is the original rejection notice.

"We do not consider articles with short summaries that contain short summaries with superfluous or meaningless information or that are not written with coherence and attention to flow.

We do not consider content with punctuation errors, including semicolon errors, comma errors, or other errors. "

Both of those issues have been addressed.
