Baffled by formatting.

Hi,
I just got my first rejection for my first submission. The reason was:
This article contains various formatting marks - "The paleo diet suggests an end to the “sugar rush� as well as the dreaded “sugar crash.� " //

By formatting marks, I am assuming that the editors mean the non-linguistic marks such as †and �. But I don't know how those marks got into my document. I saved it as a .txt, and reopened it in the Mac Textedit program and the marks appear correctly as quotes. I resent it as a .rtf, but I am nervous as I am not sure how my file looks on the other end. Is this a common problem?

Usually those marks are the result of encoding issues - the text is encoded in a format not compatible with the editor's text editor. I believe Notepad in Windows uses ANSI encoding by default.

I know I have the same issue sometimes when sending text messages from my phone to email - the email program interprets quotes as �
