Don't understand why I can't re-submi my article

Hi Everyone,

I just had an article rejected for the following reason:

Please attach the complete article to the file


==== End Editorial Information for Your Article ====

So I guess I either attached the wrong file or an incomplete file or something. Fine. But why can't i now submit the complete article? The message said "Unfortunately, we can no longer consider this article for approval. Please do not resubmit." I don't get it!!!! Anyone understand?

Try changing the title a little. The first rejection was clearly for a file problem so the second message seems to be an error.
