Articles Being Completely Rejected (Deleted) While The Feedback Says To Resubmit

There seem to be some editors at CC right now who have no idea what they are doing. Twice recently I have had articles completely rejected, complete with the message about how the article can no longer be considered for approval, and that I should not resubmit. Aside from the fact that in both cases a complete rejection was an absurd reaction, both times the editors gave feedback as if they were expecting me to resubmit the articles. For one article they said I needed to rework the concept, in the other to make a thorough revision.
