If you can't pay money for an editor, get a friend whose English is better but offer them a "cut" if you sell it. You will have money if it sells. Perhaps part of that money needs to be set aside for your proofreader.

Summary
I had a piece rejected because my summary was too short. I know it says minimum 3 sentences but I've seen others with less. How does theirs get accepted with just a sentence?

I also use semi colons. Thought I read a rule about no dashes in titles somewhere.
Anyhow, a good solution might be to make up a brand new title. If he never got past the title anyhow this might present as a 1st time submission.

sounded like an Elance type looking for spamming material to me. Especially the overly strong words "Plagiarism will not be tolerated and you will be terminated immediately" and the fact he didn't have the right grammar himself.

Is it showing up in your content? Sometimes we forget to fill in a blank and it says on top we forgot something, but if we don't pay attention we miss it and the item doesn't get submitted. I'm not sure of the waiting except to say I also have 2 waiting. I think they might be in a potential buyer's shopping cart. At least that's what I'm hoping.
