It means someone else has already submitted an article with the same title. You need to change your title to resubmit.

If you are worried, then you can always delete the article before it is reviewed again. Go over it with a fine tooth comb, and then resubmit. If you haven't had any articles accepted yet, I'd be careful not to get that third rejection.

Yes it takes longer to have an article reviewed if it is not for a request. Support posted a notice several weeks ago saying that review times were taking a little longer due to many submissions. A week sounds fairly typical. I'd give it another few days before thinking about contacting support.
