Received Offers

Hi,
I am pretty new here and support seems to be non-existent, so I would be pleased if you could answer a question for me. In the 'Received Offers' part of 'my account' there is an option called "change" under 'Actions', what does that mean? When I clicked it (to see what would happen) a notification was sent to the customer, so I assume it means I let them know I want them to change their offer. Is this correct? Is there a way to make a counter offer, tell them how much you would accept?
