Images for Fair Use

I think the policy on images should be changed to allow copyrighted or promotional images where fair use for review and journalism can be shown. Like movie reviews and similar material. This type of image use is legal, does not violate copyright, and is common practice in the industry. Is there an exception that I don't know about or overlooked in the image guidelines for articles? If Constant Content does accept images on a fair use basis, it should be made clearer in the writer's guidelines.

From the Writer's Guidelines:
The use of images or photos that are not the author's own work is prohibited.
If the customer wants to use an image of this nature, he or she can do so. These should not be included in the article.
