Trouble Putting in Prices for Rights and Odd Error Message

I recently submitted an article after being away from CC for a few months. As I was trying to put in the price for the rights—I only wanted to sell all rights—the system won't let me. I ending up having to put the same price in the use, unique and fullrights fields. Also, as I was trying to fill in the prices, I got the error message—I'm paraphrasing here—we're no longer accepting free content. Has anyone else had this problem? What could it mean?
