From what I've heard and experienced, the 3 strike rule is just there to get rid of writers that don't write to CC's expectations (I'm guessing non-native writers that are often on content mills writing for less than a penny a word). I've submitted 10+ per day when I've had the time to write... and I am probably the queen of rejections. So long as you learn from them, you should be fine.

I'm losing a lot of morale for this site. I have no idea where we stand, and today I got a heap of rejections for being "too wordy", something which I thought I had improved on a lot.

Gonna keep my distance for a few weeks I think until my mood improves... :( Sad times!

I think you'll find that the 'three rejections and you're out' rule is Constant Content's way of blocking authors that can't write to a high enough quality.
