Actually I have always thought that CC was paranoid, stepping back and slapping on a gas mask every time a submission smelled the slightest bit suspect. As I understand it (and after checking with a couple of reliable sites), it's normal to put a comma in if the second part is a complete sentence, yes. But in a short sentence it looks untidy and chops things up too small, so it becomes a style question - you can put it in or leave it out, as far as ...
