We've been listening to your woes with Paypal and we're changing the payment policy so that we can help you to keep some of your money!
Constant-content.com will start offering to do wire transfers for any writers who are owed $500 or more each time we do payments.
There has been some discussion about how much money people end up paying to Paypal to receive Constant Content payments and I wanted to try and clear the air a little. A personal Paypal accounts is allowed to receives up to $500 USD per month without any fees being applied to the incoming money. However, if you receive more than $500 in a month you will be asked/forced to move up to a business or premier account.
Once you have a business or premier account Paypal takes 3-5% + $0.30 USD per transaction on any incoming money.
With Paypal sending money is always free. Unfortunately, wiring money around the world is not free. As a consequence, for wire transfers we have to charge $15 to each author receiving a wire transfer payment (Hey at least, its cheaper than Paypal). Paypal's business and premier account rates it already costs $15 to receive $500 so the wire transfers should put more money into the writer pockets.
If you are above the $500 mark at the end of the month we will be in touch to get your banking details so we can do the wire.
If you prefer to have your money sent via Paypal we are still happy to send money to your Paypal account.
Hopefully, this will be a good change that keeps your money where it belongs... in your pocket.

Thanks for the tip. I called Paypal twice, to try and get the answer that we all want to hear from them.
But both calls ended the same way. "If the Paypal receiving account is a business or premier account, the receiver will have to pay the standard 1.9-2.9% + $0.30 per transaction"

And still no luck, probably because it is a little hard to give that url over the phone. I've got an email request with the url into them now. So we'll see how that shapes up. I'll keep you posted as to how it turns out.

Your best bet is to ask to speak to an Accounts Manager. I had an issue before and the reps could never give me a straight answer. One day I was so frustrated I asked for, no I demanded, to be transfered to a supervisor or manager. It only took 30 minutes and my issue was resolved. I don't think Paypal's account reps get proper training because they always appear clueless.
Bart is correct. I receive money from another company and have no fees taken out.

I have had the same issues and may have an alternate solution. During my on-line trekking and use of Paypal or checks-by-web and few others over the years, I found Netspend. Out of desperation when my Paypal account was suspended during an eBay deal that had gone bad (I won't go in to the long details) I was using gift card visa purchased at the local supermarket to continue my on line transaction. I even had a card offered by a pay-as-you-go cell phone company. Both pointed me to Netspend after they expired. I can load the card using cash locally at my grocery store or on line using different modes of transfers. Fees are based on a flat fee and have no % attached to them. The fee has always been less than $5 even with deposits of $1200 or more. Other fees based on spending habits have been charged, but as an intermediary option for the $500 cap you have spoke of it might be a new option.

I don't know the details from your end of things with Paypal, but they do offer a service called bulk-payer service for companies that make many payments each month (like Constant-content). Payments recieved by any kind of Paypal account that originated from a bulk-payer do not have ANY FEES subtracted for the recipient... This might be very welcomed by your writers since it would amount to giving us all a raise.
